Continue to cook, stirring, until water has been almost completely absorbed and macaroni is just shy of al dente, about 6 minutes. Stir until cheese is melted, then add remaining cheese. Add evaporated milk and half of all cheeses. In slow cooker, stir 2 tablespoons melted butter, the milk, evaporated milk, cheeses and pasta until well. Add uncooked macaroni (or other pasta), spices, butter, and water into the pressure cooker. Sprinkle the reserved cheese over the top of the mixture and then sprinkle with paprika.
